GUIDANCE NOTE GN500 – MEASUREMENT OF THE CONSUMER EDUCATION ELEMENT OF BROAD- BASED BLACK ECONOMIC EMPOWERMENT
TEMPORARY AMENDMENTS IN RESPECT OF THE COVID-19 PANDEMIC AND RESPECTIVE GOVERNMENT REGULATIONS
The amendments basically speak to the following and must be read together with GN500:
Content
Content should include information about special or temporary economic and financial dispensations meant to support businesses and consumers.
Interactive vs Awareness
Interactive initiatives are collapsed. 100% of funds can be allocated to awareness initiatives
Target Market
An income proxy of <R250k p/a is temporarily collapsed and consumer education initiatives should be inclusive of all. Business education can be done towards EME’s. The requirement still applies that 75% of the beneficiaries to Consumer Education should still be Black People (as defined in the FSC).
